# Priorities and signals

> The priority orders a call list. It is not a probability that anyone answers.

## The four priorities

| Code | Label | When | Next action |
| - | - | - | - |
| **A1** | High priority | A valid mobile, confirmed as theirs, with strong activity. | `prioritise_calling` |
| **A2** | Medium priority | Valid and confirmed as theirs, but activity isn't strong or it isn't a mobile. | `call_after_high_priority` |
| **A3** | Low priority | Callable, but nothing confirmed it's theirs, or the line shows weak activity. | `verify_identity` or `lower_calling_priority` |
| **X** | Bad data | Not a valid number, not a personal line, or it belongs to someone else. | `find_another_number` |

> On a Do Not Call register? The number keeps its priority, but `next_action` becomes `do_not_call`.

## Signals

The evidence behind every priority. Each signal is returned in `signals`.

| `validity` | valid, invalid |
| `line_type` | mobile, landline, voip, other, unknown |
| `activity` | strong, moderate, low, weak, unknown, not\_checked |
| `identity` | matched, unconfirmed, mismatch, not\_checked |
| `call_compliance` | clear, listed, not\_checked, unavailable |

`call_compliance` is separate from the priority. `clear` means the number was not found on the register we read, which is not permission to call. `not_checked` means no register is read for that country, and `unavailable` means one applies and the check did not complete.

## Action wording

Send `"action_vocabulary": "priority"` (or the header `X-Action-Vocabulary: priority`) for shorter action words. The body field wins over the header.
